SMARTS is one of the largest mobile operator in Russia. SMARTS was launched in 1991 as Srednevolzhskaya Mezhotraslevaya Assotsiatsia Radiotelecommunicatsionnyh sistem. In 1995, SMARTS get license to provide services of GSM-900 digital cellular telephony in Samara region. Samara is the sixth largest city in Russia. It is situated in the southeastern part of European Russia at the confluence of the Volga and Samara Rivers on the east bank of the Volga. As of Census 2010 population of Samara is 1,164,896.
